technically an official has to call it regardless if the defenders hand hits the qbs helmet

according to 2010 NFL rules a "blow to the head" or "Helmet Slap" is a penalty, it also does not matter how hard or soft the slap or hit is... So yes it is a penalty. but the back judge should have ruled it no penelty because payton manning diserves it.

In general QB's get it easy. It is a penalty by current rules because u can't u excessive force on the head but I think they shouldn't let the QB get it so easy
