Hey, replace the pull pin with lead solder. The lead creeps for a period of time and gives a way, it's a somekind of mechanical time fuse.

This igniter is to fire instantly safety fuses by hand, without matches, if i put a timing agent it goes out its purpose! Because this is not a timer! ;)
