most likely an ignition switch, they cause seemingly unrelated problems. simple fix' happens all the time

somehow there is voltage feeding ignition system when 4-ways are on. check at fuse box. possible old car alarm wiring.remove. paper clip,money laying on top of fuse box shorting circuits together. 4-way circuit always has power.works whether key on or off. hope that helps.
