The goal shouldn't have been allowed to stand. Regardless of the refs decision on the actual "foul" the player who places the ball down on the spot for a penalty must be the player to take the kick.

This player is not allowed to touch the ball afterwards until it has hit an opposing player, so if he hits the post one of his team mates must try and score the rebound. If the keeper saves it the taker is allowed to slot in the rebound.
