hes epileptic, looks like he is having complex partial seizures... if you look at the other videos you will see he can communicate and hes having short bursts of seizure activity every couple of minutes, giving him memory and learning difficulties

I could not say if he is autistic or not but chris suffers from epilepsy. Type it in google and you will find more about it.
