Actually SF1 was first planned as an SF1 remake....until they got the idea to throw the Final Fight and SF2 people in.

Well acording to his backstory, he was suffering from a nasty strain of flu. Acknowledging this, there is a win quote in Street Fighter Alpha 3, in which he says he was "pale" because was "sick".
