I'm a former ED & Neurological/Trauma ICU nurse as well as former paramedic. Punches below the cervical spine would NOT be very effective at all. Particularly in a scramble as your opponent is trying to slam you face first into the pavement. If the spine was that vulnerable there would be thousands of paralyzed football players, gymnasts, and cheerleaders.

fair sure any type of striking to the spine is illegal in the ufc, and most mma oganisatons.
