Well, Ysaye Barnwell (the writer and a member of Sweet Honey in the Rock) was born in 1947; so she was in her teens before segregation ended. She's not saying 'actually too black/flat', but 'too black/flat according to the euro-centric ideals of beauty that permeated mid-20th century society in the USA.'
This song wasn't written explicitly for children. It's just a personal song she published. And someone later decided to broadcast it on Nick JR.

I don't like this...."I never knew that my skin was too black" !???.... "I never knew that my nose was to flat".....the way it's worded is a hidden message within a message .....this would make a kid hear something was wrong with being "black" and having a "flat nose"
