@TheCubsfamily it's an effect called 'Vignette' - you can find it with FCP, Premiere, After effects :)

@raftdodger29 Twixtor helps rest frames and forms a smooth pattern of them. SO i suggest you get it :) There are free versions too, check out for the tutorials on how to get them ;)
Also, Not everything can be slowed perfectly, it's all trial and error ! good luck
