I just had lots of layers, and had each one rotate a certain amount more than the last. Then, for the 3D Effect, I rendered that part, then put that video on a 3D Composite layer, and used keyframes to sort of rotate it

I used a Bump Map, and keyframed it so that the spotlight would be go from dark to light. Then I added some Color Curves over it.
