Absurd!

this was done in inner cities as an incentive to get kids to study. there's a gentleman who has an all black boy school who does just this for his entire school. he says he is very successful. he's so successful, the kids are nearly all going to college and doing well.
health prevention has been promoted by several medical organization, pharmaceuticals and others have come against them. PPO's were originally designed for preventtive medicine to cut costs.
