And place them on the back side down on the plate, and do not touch the surface of the pads when you re-mount them

Are the pads and the rotor clean? take the pads out and place them with on a electric plate and heat them up then you will get white smoke, when they do not smoke any longer place them somewhere to cool down and then let them bath in alcohol and take a very fine sandpaper 400-800 on a flat place with the grinding surface up place the pad on it and draw it back and forth a few times bath in alcohol and let them dry.
Now clean the rotor with alcohol and now put the pads back.
