Bush's tussles with and manipulations of The Justice Department are well known. Not as widely understood however is how the Bush Administration has altered the hiring practice of the Civil Rights Division, turning all new hires into conservative political appointees and drastically altering the focus of the division. Pulitzer Prize winning journalist Charlie Savage explains how the Bush administration succeeded in obtaining more control over the executive branch, when Dean Lawrence R.
