Most Council management are deluded, uneductaed people, who have got that position by kissing ass, alot of my ex managers were useless and did not have a clue on legislation or protocal, but kept their jobs, because they kissed ass....
Its pretty much like that in all councils, run by jobsworth overpaid morons

Incompetence is manifest throughout local councils, it is accepted as the norm as they know the LGO just lie to cover up for them.
Where this plan breaks down is when a child dies due to this unregulated incompetence....they are unable to cover that up....yet!

The LGO like other'quangos' in the Uk, are all part of governments horribly gone wrong 'jobs creation scheme'. £m's of public money being filtered into these bogus job schemes which are geared towards providing highly paid non-jobs to civil servants and political party rejects from local government.
