Mod podge is basically a thick glue, usually it is used for decopage and collages.
Yes, you can get it at micheals or any art store... You could also use down watered down elmers glue, but I'd suggest mod podge. I think it works much better than watered down elmers.

if I want the liner to come down more over the sides of the basket, then do I simply add more inches to the width of the fabric?
