Yes, but with gas taxes being 10-30 cents per gallon, that 9/10 of 1 cent is not going to help the oil companies much.
By your same calculations, that's:
$1,565,900,700 - $4,697,702,100 in the month of February, which is roughly $18-56 BILLION in taxes by the government per year. So the 1.7 billion doesn't really stack up to much against the roughly 35 billion taken my the government.
