@xilovejustinbieber9x This was when he was just gaining a big following, the event got way more attention than they expected so they weren't set up to safely handle the amount of people that were there. They were worried about the railings breaking and people falling from the second floor and such, and all this chaos was BEFORE Justin even got there, so I see why they feared what would happen if fans actually saw him. But it still sucks for those poor fans.
