In FCP everything is done manually so you can actually have the camera pan across the photo how you want it to. This means there is no Ken Burns Effect button like in iMovie. When your image is in the timeline, go to its beginning and hit ctrl+k to insert a keyframe. Then go to its end and make another keyframe. Now, while on this final frame (or the 2nd keyframe) move the photo to a new position/resize it. FCP fills in the movement from the 1st keyframe to the 2nd, making the effect.
