have a look at the bosto kingtee 19 or the yiynova 19. I noticed them just recently and they look pretty solid. They might not be equal to the wacom stuff but they definitly are a budget alternative.
Right now I am looking for a cheap way to import one to germany. But well they really are still rare.
If youre interested look search on youtube for them.

@fablesergio i agree i would have to save up to 9-10 years to afford this (no kidding, ive acctually counted and concluded that it takes around 10 years O.O' ! ) Im never gonna afford this TT.TT! that guy is lucky to afford one TT.TT!
