When animals trained by bad owners attack other people, even though they didn't know any better, the animals are usually put down and the owner gets a slap on the wrist (sometimes amounting to a fine and maybe a little more. The owner is never put down, unfortunately.) But tell me, Gov. Watts, who is liable and what would happen to the dog and the owner should the dog be packin' heat?
