All foreign aid MUST be irrevocably linked to sensible reproductive education. Enough of Bush's retarded policies and the entire religious spectrum's bias towards unbridled breeding. There is nothing you can to incentivize the govt. Most African govt are overly corrupt and do not care about the people.What Ms Moyo is saying is that since africans are treated badly by their govts, its best for the West not to unknowingly promote corruption by providing funds to this rotten govt. Rather, the west should change the way in which it deals with africa so as to provide incentives that reduce corruption and give educated africans opportunities to improve Africa.

I watched this video three times and I did not hear anything about how to incentivize governments???
But here is my 2 cents:
!. Educate young Africans
2. Ask Diaspora to return
3.Integrate Africa's markets
Ms Moyo shuld be pushing these solutions as preparatory steps to be taken before he friends in the West trun off the aid tap instead of just screaming about AID!
These are the steps all the tigers took, we should too!
