You can't video tape in a controlled or restricted area, but the gate is in sight of the public and a gate guard has no say so of what a civilian does outside of its exclusive or concurrent juristiction. However if you are in the military they can control every aspect of your life, and if your entire chain of command is filled with cowardly douches they will try.

He's got a thick Maryland accent, that's probably what you're hearing. As far as the video being dumb, I agree: would have been better if the government allowed me to show the actual video, not just the sound.
