@KINGOFKING131 They are just playing. Dogs can be very boistrous while playing, so it looks like they're being rough. The difference is that dogs who are genuinely threatened will raise their hackles, lower their head, bear their fangs, growl deeply and will give a proper snap. The growls and barks they're making are playful, and the biting isn't causing harm, more like a nibble. You can tell because they often leave their mouths open and don't fully close their jaw :)

@skel3t0nX The larger dog is probably the mother; mother mammals have to lick their very young babies in order to stimulate urination/defacation. They often eat it to "hide" the young later on, too, so it is probably instinctual even at their age.
