I have just starting to breed. These are not from my line. They are castrated males, 3,5 years old now.

but can you let him out or does he have to stay inside? and also do you know if they get on well with other cats?

A responsible owner doesn't let their cats outside by themselves. Owner has to provide the cats interesting things to do and objects to play with, especially devon rex because they are so dependent of company.
I am strongly against letting cats (any breed) outside on their own. Cats learn to walk on leash very easily.
This breed is very curious and gets along with other cats and pets generally.
