A better question is why not. There is a fairly large difference between the sophisticaion of nuclear power and nuclear weapons. Second, to get nukes, they would have to test. There is technology that can see anywhere in the world when a nuke is tested.
Also a whole handfull of countries have nukes already that are openly hostile, pakistan and korea comes to mind.
Also isreal is their neigbor and they assure immediate nuclear destrucion if Iran did something stupid.
