Here's the text of his speech:
Mr. Speaker, Vice President Cheney, Members of Congress, fellow citizens: Under my leadership, our country is headed toward bankruptcy and failure. I have been irresponsible, distorted the values that sustain a free society, and created serious problems that will grow worse with time. I will break old patterns of radicalism because I have no right to impose faith-based ideologies on anyone else. So, over the next several months, on issue after issue, I will change so that a small group of extremists will stop fighting the values that sustain our liberty.
First, we must reduce health care costs, and make sure patients have the doctors and care they need, especially for women and minorities. In the 21st century, taxpayer dollars must be spent wisely, so my budget substantially reduces or eliminates tax relief to the wealthy. And my budget provides strong funding for a comprehensive health care agenda: the highest level of health care funding in history. And because a society is measured by how it treats the weak and vulnerable, I ask Congress to move forward on legislation to guarantee health care insurance for all.
Our second great responsibility to our children and grandchildren is to leave them an America that is safe from danger. After consultation with my predecessor, President Clinton, I propose a three-year initiative to promote peace and stability in the broader Middle East. In the long term, the peace we seek will only be achieved by leaving Iraq. The terrorists have chosen to make a stand there because my policies created chaos in the region. But I'm choosing a new direction, at the recommendation of our commanders on the ground, we will leave Iraq.
