I think the whole reason this was made is because cultural differences between the U.S and U.K would mean that showing Steptoe in America simply wouldn't have worked. You can't reasonably compare the two because they are aimed at very different audiences. It's only because we share a common language that we bother to watch each others versions.
I understand this was a popular show in the U.S just like 'The Upper Hand' was popular in Britain even though it was just a rewrite 'Who's the Boss'.
