at around 2:30 IMO adding coins or flying koopas to that area would make it alot better

Let's see... from your description, you said Layer 2 Rise commands don't work with vertical levels. Well, I had a solution; make the layer 2 things fall down on you and have the layer 1 things stay in place- then, use the Layer 2 Fall commands.

Speaking of spiting, as the other commenter said, and I'msure you know this already, but your level appears to have had the scrolling section plagerised by someone. Bad form by them, bad form.
