FAKE BLUESCREEN DOWNLOAD - HELP!

What is going on with this download?
When I try and download this fake bluescreen (ha ha!)

It starts flashing and going all weird.
On the microsoft website where you download it from it says this. I don't understand a word of it but is there something I am doing wrong here and could someone explain it to me.
Installation and Use
Note: before you can run Bluescreen on Windows 9x, you must copy \winnt\system32\ntoskrnl.exe from a Windows 2000 system to your \Windows directory. Simply copy Sysinternals BLUESCRN.SCR to your \system32 directory if on Windows NT/2K, or \Windows\System directory if on Windows 9x. Right click on the desktop to bring up the Display settings dialog and then select the "Screen Saver" tab. Use the pull down list to find "Sysinternals Bluescreen" and apply it as your new screen saver. Select the "Settings" button to enable fake disk activity, which adds an extra touch of realism!
See what I mean.

*UPDATE*
I think it is because of it being Vista so if anyone else has this problem this is what I did:
1. I installed it on to my other computer which is XP which workd fine
2. Then put it on to pendrive/memory stick.
3. Save to Vista and it works!

BTW, with higher Internet Explorer versions, it runs multiple iexplore processes.

@mjpeagles98 The screensaver itself is not a virus, even moreso considering it comes off a Microsoft website. A virus might install it (especially if it's a rogue antivirus), though.
If I double-click the screensaver file on my XP, it will open the screensaver just fine. However, I have to right click to install.

First BSOD.SCR is a virus, second it requires a special program/Software to open a screensaver because they arent video files or picture files.
