@o00oilallaho00o There are khudaam of shrines, but they maintain the place, langar(food as charity, khairaat, which does not include meat/beef, because some non-Muslim can't benefit from it), etc. The khudaam of the shrine doesn't enforce Islam on non-Muslims at this place, however, they do try to maintain sanctity of the place! This phenomenon is automatic, and khudaam don't have any role in Haziraat etc, and they don't/can't stop it!
