The dockworker was ringing a navigation bell I believe. Some 7th century fishing villages -lacking a lighthouse- used to have a person responsible to ring a bell (it later turned into a loud naval whistle) so he could guide vessels safely to the piers by sound at night, or when the mist was so dense that the danger of violently running aground or crashing to coastal rock concentrations near the pier was a real problem. The vikings killed him so he couldn't sound the alarm.

@Atvishees It was a reference to the vikings in How to Train Your Dragon. Nevermind, hahaha. Also, the dock worker was ringing an alarm bell.
