you can do this in after effects, premiere, final cut, pretty much any editing software! It's a plugin called twixtor! you can get a free online trial! just google it!

How did you do this? Was this in camera or post? Which program did you use to slow down the footage if it was in post?

@dreamoftheiris it is post, I slowed the video using a special plug-in twixtor
