If a country could have 2 governments, it wouldn't make any sense in having totally different laws and rulers that both have to be followed
Thus, Taiwan is NOT a part of China

Um, I don't think that he was trying to say Taiwan was independent. Why was Japan's control illegal? Didn't the Qing sign a treaty with them ceding Taiwan to the Japanese Empire?

Hmm. Doesnt Taiwan hold democratic elections? Surely if your view was the one most widely held by those in the country the ROC would not have been a reality anymore?
Democracy in Taiwan speaks otherwise, as apposed to in the PRC where democracy doesnt speak at all and other nation states are enslaved in a non democratic communist fasion.

The democratic China lost the war in the mainland of China and kept only some islands including Taiwan after the civil war by the communist. And, R.O.C moved her capital to Taipei city.

Republic of China is a democracy built in 1911 to now. Most people in Taiwan love our country as a democracy with freedom and human rights. We are not the communist China side.

After WWII, Japan should have returned all territories back to other countries including Taiwan. That's why R.O.C. could come to Taiwan. But, the civil war of China between the democratic R.O.C. and the communist P.R.O.C. happened soon after the WWII. There was not enough time to complete the entire process of Japan surrender.
I do know the history of Taiwan. Taiwan was Japanese territory from 1895 to April 28, 1952.
Gen. MacArthur was wearing two hats. He was Supreme Commander of the Allies but also Commander of US forces in the Far East.
The military occupation of Taiwan began on Oct. 25, 1945, and has not yet ended. You should study the history of Taiwan MORE.
