Simple logic would suggest it can either be a bus lane OR a loading bay. Well done to the idiot council who completely fudged it up. Classic - I understand the poster's frustration.

Eeeeerrr it's a bus lane because traffic turning right will block the road and it'll let buses still get through? wow that didn't take much thinking. There must be some idiot out there who thinks it's a walkway or a car park.

It was in a 'Loading Only' bay. A rubbish attempt to distort the facts, for all you know, that driving could have been making a delivery to the shops nearby.
