@edwardjosephoshea It could be that the Replicator-Access was restricted in that Episode. I think there was once and episode were that happened, but I don't know for sure right now.

Is no one wondering why Janeway has to go to Neelix first and ask him for coffee instead of just using her own replicator in her quarters or ready room? Does he have a special kind of borg-pimped replicator in the mess hall?
It's also funny to watch when Neelix is showing up on the brigde or somewhere else with a bottle of coffee which is the exact same coffee you can order at any replicator on the ship. Even on the bridge. Neelix seems to have nothing else to do than being the delivery boy.
