For me, the two songs do not sound similar, at all.
But I guess for some, it might feel similar 'cos of the same chord progression. And just because they have the same chord progression, doesn't mean it's plagiarism.
Just go and listen to "The 4 Chord Song" by Axis of Awesome.

First of all SNSD's Mr. Taxi has a different beat to it. If it was plagarizing it would sound completely the same but its not, so jus shut up and enjoy the song.
