this won't happened in my country because we have specially trained units called RAB to control the situation. RAB exterminates scams like this everyday. this unit is comprised of men and women from military and police.
they use draconian tactics and summary executions to deliver swift justice. this has proved quite effective. the funny thing is RAB was trained by British police and Scotland yard.
