There's no fog because he was playing as a different character. Every mission is different for every character. Depending on which one you choose to tackle a certain mission, the conditions and/or map layout may change all together. Here, Andy was chosen to take on Mission 17, and in the Ultimate Gamer's Guide, Sami was chosen for Mission 17.
