There's two dimensions to steps.. width and the length you'll need from top to bottom. Simply counting them gives you no insight into how deep each stair is and the size of the actual platform your foot goes on..
I guess you could just buy a massive strip at the width of the stairs so you had plenty, but then why would you count them?

I'd always measure the width/length in three places. No room is completely true. What if you measured at the shortest point?
