The Russian Energia rocket came pretty close, at liftoff it had more thrust than Saturn V, but Saturn V was much larger rocket, there was a configuration of Energia that was never built called Vulkan, which would have been capable of lifting 200 tons into orbit almost twice of Saturn V, but Energia was cancelled after only two launches. I love seeing this giant rockets lift off. Saturn V should not have been cancelled.
