it is very often the ESR Capacitor Meter that solved the problem at last. If a capacitor is open or shorted, it is easy to detect by using a Multimeter. But in the most cases, the capacitors are neither open nor shorted. They can almost keep as the same value as the good ones have, but they do not work in circuits anymore. In this case, it is very hard to find a bad capacitor with Multimeter or even a LCR meter. But if you use Capacitor ESR Meter, you will see significant changes for those bad capacitors which will tell no difference when you use other kind of meters.
