Giving all teachers a raise will not improve the quality of education, which is THE issue of importance. In Havasu, a small, highly provincial town, a person is lucky to hold down a minimum wage job, and teaching jobs are among the better positions, even at "a lousy 24K per year." For example, they include full benefits. Like all half-decent jobs, especially govt. jobs, they are parceled out according to who one knows, not by ability, education, or experience. Janet forgot to mention that.
