In this Education Sector video, Stephen Lehmkuhle, chancellor of the University of Minnesota-Rochester, argues that higher education institutions will have to "grow through redesign." Too many colleges in the past have tried to grow by increasing student enrollments or making programmatic substitutions, he says.

Kevin Carey, policy director of Education Sector, then explains how some universities in the public and non-profit sectors have become stagnant and adopted too many missions over time. Creating new institutions of higher education can be an effective way of matching instructors and students around a unified mission, he argues.
