Good point at the end: China (and many other countries) already has drone technology-- they used it to seed rain clouds ahead of time and create clear skies for the Olympics Opening and other ceremonies...

But using drones as secret offensives in undeclared wars outside their borders? Only "too big to fail" rogue states like the USA (and her allies) can get away with something like that
