Eh, only the Imperial Leadership were F'ed up. Rebels would have been good if they just went to assasinate the basterd, instead, they just went around attacking innocent soldiers and allied cities. So yes, besides the leadership, Empire was the good guys and the Rebels were completely evil' regardless of overall goals on their end. Their methods were simply too F'ed up.
