****UPDATE**** Please download the PSP Media Go than the PSP Media Manager the Playstation Store in the PSP Media Manager will not work anymore

And you got to have the latest Firmware or CFW which is the 6.10

Yes you can download even though you dont have WiFi as long you have Internet Connection
