OK, so what it means, israeli developers may buy some land, build on it , sell ..but in Romania, like elsewhere, people need residency status to live there, so that does not mean that israelis can just buy and move there. Now, in the context of a war, these things may be facilitated, but still, it's not unlike the way other refugees move to safer countries.
