You're correct that sometimes you do need to upscale to "match" resolutions in a non-streaming video. I apologize for overlooking that benefit.
Take a look at the results of your video:
1080 = 60 MB
360 (standard YouTube window) = 12 MB
= 5 TIMES the file size
The bandwidth part was meant for the dork that will take your formula and use it for retrograde purposes: Upscaling low-res clips to earn YouTube’s [HD] mark: Everybody gets the same blurred-out video, only 5 times slower.

Quick question, i have done this up-scaling using your method in Premiere and also using RedGiant's Frames + InstantHD and BorisFX UpRes which are supposed to be infinitely better (Red Giant costs a lot of money), but to my surprise, the Premiere CS4 approach which is supposed to be a crude method, always looks better, letters are so smooth etc while letters with the other plugin are clearly pixelated. Do you have a take re these plugins? Thanks

premiere stretches the video to your desired size/resolution thus lowering the definition, but increasing the resolution
Software tries to add in images from surrounding ares to replace what is missing when the video is resized (change resolution while trying to keep the same definition).
Software has the potential of being better quality, but it all depends on the source/quality/exact resolution of the video.
This is my understanding of it any way.

All this upscaling crap is all about making people take up more Internet bandwith and disk space to get the exact same resolution that you would get if you download it from low res and let the PC upscale it automatically if you care to check the hyped "CSI effect."
If the original source is not HD then it's just a waste of people's time and resources pre-upscaling it in YouTube. Your own PC can upscale on the fly without taking additonal disk space or extra download time.

Doing what i described in the video wont take more bandwidth, or if it does its negligible as it still is not HD with its lower bit rate etc.
This needs to be learned how to do if you have HD and SD video so that you can make the resolution the same.
Uploading video game footage, pictures or anything from an HD camera are all over TV SD or DVD resolution.
This video its self for example was only about 50mb.
