@siamgodmother Taiwan is not a part of China. Not to be confused, People's Republic of China ( which is China ) lead by a communist party, and the Republic of China ( which is Taiwan ), lead by a nationalist party, called Kuomintang

@boettcherownzu Politically incorrect yes, but for the sake of simplicity (as not to complicate the Taiwan Straits issue and confuse those who don't understand it [eg. people who are not Chinese or Taiwanese or study the politics between them]), most of the people refer him to the Taiwanese president. I mean if you were to ask random people who the President of China is, 99.9% would say Mr. Hu while the 0.01% would not know/care.
President Ma should be addressed the president of the "Republic of China", not the president of "Taiwan". His country is called the "Republic of China", not to be confused with "People's Republic of China". Taiwan is the name of the island, not the country. If "Taiwan" is used, then the counterpart is the "mainland" or "Chinese mainland".
