They're just talking guys. When Bill got close to Tom, it's because he had to lean closer in order to hear what Tom was saying. Why? Because this was a fan party and everything was really loud, so it only makes sense that you have to lean in closer to hear what the other person is saying.

Personally, I don't think believing in twincest makes you a bad fan. I still appreciate the music and talent, I just also think they're closer than just siblings. And it's hot, too, so it's a win win. I'm not trying to tell anyone else what to like. I like twincest. I respect other people's opinions if they don't like it. It's my opinion.
